KUALA LUMPUR: Malaysians for Free and Fair Elections (MAFREL) has started
recruiting volunteers to help it observe the Kajang by-election.
MAFREL chairman Syed Ibrahim Syed Noh told a press conference today that his
group would observe polling at all 15 voting centres and planned to deploy
between 25 and 30 volunteers to serve as static and mobile observers.
He invited interested members of the public to register as volunteers by
contacting MAFREL official Arphan Ahmad by telephone (012-2731016) or email
(arphanahmad@gmail.com
).
He said MAFREL would monitor “all aspects of the election process” from
nomination day to polling day, focusing closely on the following:
Corrupt practices such as vote buying and abuse of public resources;
The level of security provided by police and other authorities;
Incidents of violent and dangerous acts such as the use of hate speech and
racist campaigning.
Syed Ibrahim criticised “certain political parties” for embarking on their
campaigns before nomination day, which is tomorrow.
“We are disturbed that certain political parties have already begun
campaigning even before the nomination day,” he said. “This is in direct
violation of the Election Act, which prohibits any form of campaigning or
publicity works being carried out before the nomination day.”
He urged the Election Commission (EC) as well as the police to be impartial
in performing their duties.
He also suggested that the EC dispense with indelible ink if it “cannot
guarantee that the fiasco of the 13th general election will not be
repeated”.
MAFREL was formed in 2003 and has observed three general elections in
Malaysia. It has also observed elections in the Philippines, Bangladesh and
Afghanistan.
The Kajang state seat fell vacant with the resignation of assemblymen Lee
Chin Cheh of PKR on Jan 27. Polling day is March 23.

Pemantau Pilihan Raya Rakyat – Satu Inisiatif Rakyat Untuk PRU 13
Menjelang tahun baru 2013, rakyat Malaysia sedang bersedia untuk menghadapi satu pilihan raya umum yang paling penting yang pernah dihadapi negara semenjak beberapa dekad yang lalu.
Pilihanraya Umum ke 13 (PRU 13) akan menjadi satu peristiwa penting bagi negara kerana satu perubahan yang jelas di k...alangan pengundi telah berlaku sejak pilihan raya 2008.
Anjakan ke arah sistem dua parti adalah langkah ke hadapan yang penting untuk demokrasi yang lebih bermakna dalam negara ini. Namun satu perkara yang lebih penting adalah kewujudan satu
sistem pilihanraya yang demokratik yang merupakan satu kemestian. Meskipun BERSIH 2.0 telah berusaha dengan bersungguh-sungguh menggariskan pelbagai kelemahan dalam sistem pilihanraya pada masa ini, namun sedikit sekali tindakan yang telah diambil oleh Suruhanjaya Pilihanraya (SPR)
dan kerajaan sendiri bagi melakukan perubahan yang bermakna.
Oleh itu, dengan menjelangnya pilihanraya dalam tempoh beberapa bulan yang akan datang,BERSIH
2.0 bersama-sama dengan Malaysians for Free and Fair Elections (MAFREL) dan Pusat KOMAS berhasrat untuk melancarkan kempen yang akan memainkan peranan yang besar bagi memastikan PRU 13 bebas dari penipuan.PEMANTAU, atau nama penuhnya, Pemantau Pilihan Raya Rakyat, bertujuan untuk terus meningkatkan lagi aspirasi rakyat yang mahukan satu pilihanraya yang bebas dan adil dengan menggerakkan rakyat untuk berperanan semasa PRU 13 untuk memerhati proses pilihan raya, bagi menghalang dan mengurangkan usaha-usaha penipuan dan salah laku semasa pilihan raya.
Usaha ini tidak akan mengganggu perjalanan pilihanraya yang dilaksanakan oleh SPR serta tugas badan-badan
pemerhati pilihanraya yang telah diberi akreditasi oleh SPR.
Malah, usaha PEMANTAU akan menjadi usaha pelengkap kepada usaha untuk mencegah amalan penipuan seperti membeli undi, keganasan, pengaruh tidak wajar dan ugutan, penyalahgunaan
sumber awam, media yang berat sebelah dan banyak lagi. PEMANTAU akan memantau proses pilihan raya semasa tempoh berkempen serta pada hari pengundian dan just akan menjalankan
pemantauan media.
Ini akan dilakukan dengan cara yang tidak berpihak serta menggunakan metodologi yang memenuhi piawaian dan amalan antarabangsa.BERSIH 2.0 menyeru kepada seluruh rakyat Malaysia yang sebelum ini telah menunjukkan keberanian yang tinggi untuk memperbaiki keadaan demokrasi di Malaysia, untuk tampil ke hadapan dan menyumbang dengan cara yang bermakna bagi mencapai matlamat tersebut. Kita adalah warganegara Malaysia dan mempunyai hak untuk bertindak secara bertanggungjawab untuk menjadikan Malaysia sebuah negara yang lebih baik.Usaha ini memerlukan para sukarelawan yang ikhlas dan berani serta bersedia untuk menyumbang
masa mereka semasa tempoh berkempen dan pada hari mengundi itu sendiri.
Tugas kita adalah untuk menjadi pemerhati yang adil bagi memastikan PRU 13 bebas dari sebarang penipuan.
222 kawasan Parlimen di seluruh negara akan memerlukan jumlah pemerhati yang ramai, namun PEMANTAU mensasarkan untuk memantau sebanyak mungkin kerusi bergantung kepada jumlah
sukarelawan yang bersedia digerakkan. Keutamaan akan diberikan kepada kerusi-kerusi yang dijangkakan akan menjadi “kerusi panas”, marginal, bilangan pengundi baru yang tinggi atau yang
telah terdapat banyak perkara yang tidak munasabah yang berlaku di situ.
Satu sasaran minimum yang konservatif sebanyak 10,000 sukarelawan diperlukan agar pemerhatian yang berkesan dapat dilakukan di peringkat akar umbi.Dalam minggu-minggu yang akan datang, sesi latihan dan pendaftaran sukarelawan akan dijalankan di setiap negeri dan bandar-bandar utama di seluruh negara. Satu senarai penuh tarikh akan diumumkan tidak lama lagi. Jadual awal buat masa sekarang ialah:

• Kuala Lumpur dan Selangor - 30 Januari
• Johor Bahru – 2 Februari

Menjelang tahun baru 2013, rakyat Malaysia sedang bersedia untuk menghadapi satu pilihan raya umum yang paling penting yang pernah dihadapi negara semenjak beberapa dekad yang lalu.

KUALA LUMPUR: INVESTIGATORS probing into the financial background of several non-governmental organisations have uncovered attempts by foreign hands to destabilise the government.
Sources revealed that from 2005 to 2011, almost RM20 million, courtesy of the Washington- based National Endowment for Democracy (NED) had allegedly been channelled to: SuaRaM (RM1.6 million);
NatioNal Democratic Institute for International Affairs (NDI) (RM4.6 million);
MkiNi Dotcom Sdn Bhd (RM298,000); and, otheRS (RM13.3 million).
The monies were also allegedly channelled to the Southeast Asia Centre for e-Media (Seacem), Southeast Asian Press Alliance and the Centre for Independent Journalism.
From last year, several other set-ups, namely Bersih, Merdeka Center for Opinion Research, Lawyers for Liberty, Liberal Banter Sdn Bhd as well as the International Republican Institute, began receiving funds from NED, an organisation that had been claimed to have “played a significant role in attempting to destabilise legitimate governments and replace them with client proxies”.
Bersih co-chairman Datuk S. Ambiga was reported recently to have admitted that Bersih had received funds from the NDI as well as New York-based Open Society Institute, the administrator for programmes under the Open Society Institute founded by maverick currency speculator George Soros.
NED, on its website, said "it is a private, non-profit foundation dedicated to the growth and strengthening of democratic institutions around the world".
It also claims to be a unique institution where it could provide "flexibility that makes it possible to work in some of the most difficult circumstances, and to respond quickly when there is an opportunity for political change".
It is believed that organisations with "programmes consistent with its objectives" are awarded grants.
Sources also revealed that Suaram, which is under several investigations, including for allegedly raising funds while operating as an unregistered society as well as for serious violations of at least five sections of the Companies Act, along with Suaram and Suara Inisiatif Sdn Bhd the company that is linked to it, had four known foreign funders.
Aside from NED's estimated RM1.6 million already in its coffers, Suaram is also believed to have received RM774,000 (between 2008 and last year) from New York-based Open Society Institute, the administrator for programmes under the Open Society Institute.
The German embassy, meanwhile in 2010, allegedly gave Suaram RM21,400.
It was reported that the embassy had admitted that it funded Suaram's project that particular year.
Another RM34,000 was also allegedly channelled to Suaram by Seacem.
The links of these establishments are apparent, with Seacem on its website acknowledging that it was supported by OSI.
Seacam, meanwhile, under its fellowship programme, offers its fellows placement in Malaysiakini.
Suaram's accounts and "money trail" are also allegedly being looked into by Bank Negara Malaysia.
Recently, Domestic Trade, Cooperative and Consumerism Minister Datuk Seri Ismail Sabri Yaakob called on Bank Negara to probe Suaram under the Anti-Money Laundering and Anti-Terrorism Financing Act 2001.
He had also asked the Home Ministry and Registrar of Societies to determine Suaram's status.
Many quarters have questioned the need to have outside influence interfering in the country's political agenda.
They have also called on several key opposition figures including Parti Keadilan Rakyat's Tian Chua, Suaram director Kua Kia Soong and co-founder R. Sivarasa to explain why Suaram was being funded by foreign parties, including by Soros, when he had allegedly masterminded plans to bring the country's economy down.
They had also been asked to clarify whether they had received foreign funding to support their political activities.
Former PKR leader Ng Lum Yong had demanded that the trio publicly explain Suaram's funding as the people wanted to understand its true role as an organisation.
"The people have the right to know about Suaram's true political agenda and its motives," Ng said.
In an interview with BH last night, International Movement for a Just World (JUST) president Professor Dr Chandra Muzaffar said NED had been known to lend substantial financial support to NGOs in particular countries like Egypt, Tunisia, Libya and Syria.
He claimed it had been uncovered that such efforts had been going on aggressively over the past five years in the name of democratic freedom with the objective of making people rise up against leaders who were allegedly deemed to be cruel.
He also claimed they handed out assistance with the objective of stirring up the people, and their contribution was akin to udang disebalik batu.
"We know of their activities in several countries as what has happened in the Arab world, leading to the Arab Spring uprising.
"There is also proof they provided assistance to groups opposing leaders in South and Central America at one time with the excuse that the leaders were tyrants and undemocratic.
"Similarly, they were believed to have assisted rebels to oppose Russian President Vladimir Putin."
Chandra, who is also the chairman of 1Malaysia Foundation, said the credibility of such an organisation which claims to support institutions of freedom and democracy was questionable as it could threaten global security.
He added that those behind the body included Zionist groups which maintain good relations with the Jewish government.

From last year, several other set-ups, namely Bersih, Merdeka Center for Opinion Research, Lawyers for Liberty, Liberal Banter Sdn Bhd as well as the International Republican Institute, began receiving funds from NED, an organisation that had been claimed to have “played a significant role in attempting to destabilise legitimate governments and replace them with client proxies”.
Bersih co-chairman Datuk S. Ambiga was reported recently to have admitted that Bersih had received funds from the NDI as well as New York-based Open Society Institute, the administrator for programmes under the Open Society Institute founded by maverick currency speculator George Soros.
NED, on its website, said "it is a private, non-profit foundation dedicated to the growth and strengthening of democratic institutions around the world".
It also claims to be a unique institution where it could provide "flexibility that makes it possible to work in some of the most difficult circumstances, and to respond quickly when there is an opportunity for political change".
It is believed that organisations with "programmes consistent with its objectives" are awarded grants.
Sources also revealed that Suaram, which is under several investigations, including for allegedly raising funds while operating as an unregistered society as well as for serious violations of at least five sections of the Companies Act, along with Suaram and Suara Inisiatif Sdn Bhd the company that is linked to it, had four known foreign funders.
Aside from NED's estimated RM1.6 million already in its coffers, Suaram is also believed to have received RM774,000 (between 2008 and last year) from New York-based Open Society Institute, the administrator for programmes under the Open Society Institute.
The German embassy, meanwhile in 2010, allegedly gave Suaram RM21,400.
It was reported that the embassy had admitted that it funded Suaram's project that particular year.
Another RM34,000 was also allegedly channelled to Suaram by Seacem.
The links of these establishments are apparent, with Seacem on its website acknowledging that it was supported by OSI.
Seacam, meanwhile, under its fellowship programme, offers its fellows placement in Malaysiakini.
Suaram's accounts and "money trail" are also allegedly being looked into by Bank Negara Malaysia.
Recently, Domestic Trade, Cooperative and Consumerism Minister Datuk Seri Ismail Sabri Yaakob called on Bank Negara to probe Suaram under the Anti-Money Laundering and Anti-Terrorism Financing Act 2001.
He had also asked the Home Ministry and Registrar of Societies to determine Suaram's status.
Many quarters have questioned the need to have outside influence interfering in the country's political agenda.
They have also called on several key opposition figures including Parti Keadilan Rakyat's Tian Chua, Suaram director Kua Kia Soong and co-founder R. Sivarasa to explain why Suaram was being funded by foreign parties, including by Soros, when he had allegedly masterminded plans to bring the country's economy down.
They had also been asked to clarify whether they had received foreign funding to support their political activities.
Former PKR leader Ng Lum Yong had demanded that the trio publicly explain Suaram's funding as the people wanted to understand its true role as an organisation.
"The people have the right to know about Suaram's true political agenda and its motives," Ng said.
In an interview with BH last night, International Movement for a Just World (JUST) president Professor Dr Chandra Muzaffar said NED had been known to lend substantial financial support to NGOs in particular countries like Egypt, Tunisia, Libya and Syria.
He claimed it had been uncovered that such efforts had been going on aggressively over the past five years in the name of democratic freedom with the objective of making people rise up against leaders who were allegedly deemed to be cruel.
He also claimed they handed out assistance with the objective of stirring up the people, and their contribution was akin to udang disebalik batu.
"We know of their activities in several countries as what has happened in the Arab world, leading to the Arab Spring uprising.
"There is also proof they provided assistance to groups opposing leaders in South and Central America at one time with the excuse that the leaders were tyrants and undemocratic.
"Similarly, they were believed to have assisted rebels to oppose Russian President Vladimir Putin."
Chandra, who is also the chairman of 1Malaysia Foundation, said the credibility of such an organisation which claims to support institutions of freedom and democracy was questionable as it could threaten global security.
He added that those behind the body included Zionist groups which maintain good relations with the Jewish government.

KOTA KINABALU : Two Sabahans of the Sabah chapter of Malaysians for Free and Fair Elections (MAFREL) will be in Manila for four days starting tomorrow, holding discussions and sharing notes with the world-renown NAMFREL (National Citizen's for Free Election), in relation to the coming Malaysian general election.
Chairman of Gindol Initiative for Civil Society Borneo, Mr Kanul Gindol, and myself, both as MAFREL volunteers, would learn from the Philippines' experience in election observatory works of which NAMFREL is known to have been doing since early 1980's soon after it was incepted in 1983.
This initiative should be empowering the future polls observation works especially in Sabah, particularly during campaigning and polling period where allegedly abuses had been always existent but skipped the eyes of independent observers.
Ensuring a fair and free election is the utmost priority of MAFREL too and thus why we came up with this self-funded study trip to our experienced neighbour.
While in Manila, the two of us would also have separate meetings with two other NGOs during which we will learn and share knowledge and experiences on promoting civil society in our respective states.
The NGOs are the Philippine Center for Civic Education and Democracy (PCCED) and the Philippine Center for Islam and Democracy (PCID).
The PCID has in the past among others held community programmes such as "Empowering the Ulama of the Philippines", "Electoral and Democratic Reforms in the Autonomous Region in Muslim Mindanao (ARMM)", and "the South-east Asia Forum on Islam and Democracy".
This study trip would definitely come in handy as we look forward to working closely with the various stakeholders in a democratic Sabah, be they the ruling government, the opposition as well as the Malaysian Election Commission in ensuring a fair and free polls for citizens.

Court denies Malaysians abroad right to vote
A Malaysian high court ruled Friday that six Malaysians working in Britain do not have the right to cast their ballots abroad despite promises of electoral reforms.
Prime Minister Najib Razak has vowed to address appeals for reforms ahead of polls widely expected to be called this year following a mass rally last July against alleged electoral fraud and irregularities.
A key demand is that the estimated one million Malaysians abroad are allowed to vote. Currently only government employees, army personnel and full-time students can vote overseas.
But on Friday, the Kuala Lumpur High Court dismissed an application by six Malaysians living overseas, ruling the Election Commission was following the rules in not allowing them to cast their ballots abroad, said Detta Samen of the Human Rights Commission of Malaysia.
The six had wanted the court to compel the commission to register them as absent voters and amend its regulation within two weeks to allow all Malaysians to vote overseas.
Samen, who was in court for the verdict, said Malaysians abroad should have the option to vote.
"Every Malaysian citizen should be given the right to vote," he told AFP. "(Else) the element of discrimination is there."
Last month parliament adopted recommendations by a bipartisan panel for poll reforms, which Najib set up following the mass rally.
The panel's recommendations include allowing overseas voting, using indelible ink and cleaning up the electoral roll to remove deceased voters to reduce the risk of cheating.
Activists and opposition politicians claim elections are unfair and marred by fraud, enabling Najib's Barisan Nasional coalition to stay in power for more than five decades
Election Commission deputy chairman Wan Ahmad Wan Omar said last month that the agency was open to changing the rules but that allowing Malaysians abroad to vote could be costly and difficult since only 25,000 Malaysians abroad have registered.
The July rally saw thousands of Malaysians march through the capital Kuala Lumpur in a rare showing of discontent. Police broke up the protest with tear gas and water cannon and arrested 1,600 people

New group mobilising observers for clean elections

They are aiming to mobilise as many members of the Malaysian public as possible to volunteer to be trained as independent, non-partisan election observers (EO) to watch over the entire election process. Alexa Ho, a pastor at Community Baptist Church, and four others are the initiators of this project. “As citizens of Malaysia, our right is not just to vote, but to make a difference by being an observer and voicing out when we see irregularities in the system or any suspicious behaviour during the elections. “What is really important is not our biasness or preference of one party over another – it is about being fair. No matter which party wins or loses, it is most important that it is all done fairly and cleanly,” Ho stresses. CEO was officially launched on Aug 2 by putting up their Facebook page which is already gaining popularity. To date, it has more than 122 “likes”. The group intends to utilise all the social networks, including Twitter and Google +, to promote its cause. Various non-governmental organisations (NGOs) in MAFREL’s networks have been approached to advertise the EO training programmes. While the training is completely free of charge, no incentive in any form will be given to the volunteers. “To be completely honest, to volunteer as an EO will cost you – your money and time. But the reward is a clean and fair election. I think it is worth it,” says Ho who leads CEO. The minimum age to be an EO during the general election is 21 years, but Ho says the “youngsters” can also participate and help in pre-election observation. Those below the age of 21 are also invited to attend the EO training. An EO will play several important roles throughout the whole election process – from checking of the electoral roll, observing the nomination process for suspicious behaviour until the actual election day. “They are there to check through the electoral roll for any irregularities and watch the entire process from nomination till polling day,” explains MAFREL deputy chairman Colonel Shahrudin Othman. “On polling day, if they are allowed into the polling stations as observers, they will watch from the inside. If not, they will observe outside the polling station for any suspicious behavior, such as intimidation, harassment or buying of votes.” The EOs will then document their observations and MAFREL will compile these into a report which will be distributed to the relevant parties, such as the Election Commission (EC) and universities to be analysed and acted upon. CEO hopes to gather at least 1,000 volunteers to be trained as EOs by MAFREL before the coming election. At the training sessions, MAFREL will teach volunteers how to look out for irregularities in the electoral roll, detect suspicious behaviour, as well as document their observations. MAFREL will subsequently apply with EC for the election observers to be issued passes to be allowed into the polling stations. “But whether the EC will give it or not, we don’t know,” says Shahrudin. Two tentative dates in September have been set aside for the training, which will be held in Petaling Jaya and Cheras. The time and exact venue for the training will be posted on CEO’s Facebook page. Respons MAFREL terhadap Cadangan Pembaharuan Proses Pilihan Raya oleh SPR
Suruhan Pilihan Raya Malaysia (SPR) telah mengumumkan pada 19 Disember 2011 beberapa pembaharuan dalam proses pilihan raya negara. Antaranya yang disebutkan oleh Pengerusi SPR, Tan Sri Abdul Aziz Mohd Yusof ialah berhubung penggunaan dakwat kekal, pengundian awal, pemansuhan tempoh bantahan, tempoh tambahan pameran senarai daftar pengundi dan kemudahan untuk pengundi OKU. Menurut beliau, semua perubahan ini akan dilaksanakan dalam pilihan raya umum yang akan datang.
Dakwat Kekal
Malaysians for Free and Fair Elections (MAFREL), Badan Pemantau Pilihan Raya Malaysia menyambut baik penggunaan dakwat kekal yang boleh mencegah pemilih berganda. Saranan ini telah sebenarnya dibuat oleh MAFREL sejak sebelum PRU ke 12 lagi dan kemudian disuarakan pula oleh pelbagai pihak termasuk BERSIH 2.0 sebagai langkah yang paling mudah untuk dilaksanakan untuk mengembalikan keyakinan kepada proses pilihan raya. Namun demikian, harus diingat penggunaan dakwat kekal semata-mata tidak mencukupi untuk memastikan pilihan raya yang bersih, adil dan telus. Senarai daftar pengundi mestilah diberi tumpuan dan dibersihkan. Apatah lagi dengan adanya pendedahan baru-baru ini tentang wujudnya 42,051 nama pemilih diragui yang mahu dipamerkan oleh SPR untuk tujuan pengesahan oleh pemilih atau waris.
Pengundian Awal
Berhubung pengundian awal, MAFREL berpendapat pendekatan ini baik untuk dilaksanakan dengan memastikan proses pengundian yang sama melibatkan pemantauan oleh agen pengundi dan agen pengira undi diwujudkan di pusat-pusat pengundian awal. Malah kehadiran badan pemerhati atau pemantau terhadap proses ini boleh memastikan proses berjalan dengan baik, apatah lagi jumlah pemilih awal agak besar iaitu seramai 200,000 orang seperti yang disahkan oleh Pengerusi SPR. Namun demikian, MAFREL tidak merasakan ada keperluan untuk pasangan anggota polis, tentera atau pasukan gerakan am untuk turut melaksanakan pengundian awal. Mereka seharusnya melalui proses pengundian yang biasa.
Tempoh bantahan
Cadangan untuk memansuhkan tempoh bantahan berhubung kelayakan seseorang calon yang bertanding pada hari penamaan calon adalah satu cadangan yang teknikal. Apakah sebab perkara ini dicadangkan? Adakah ia menyumbang kepada pilihan raya yang bebas, adil dan telus atau hanya untuk mempercepatkan proses penamaan?
Ada beberapa perkara yang perlu diberi perhatian tentang cadangan ini. Pertama, hak untuk membuat bantahan terhadap calon merupakan hak kepada pengundi bagi sesebuah kawasan pilihan raya. Dengan pemansuhan tempoh bantahan ini bermakna hak pengundi telah dinafikan. Tempoh masa yang lebih munasabah sepatutnya diperuntukkan untuk memastikan calon yang layak bertanding dan mungkin terpilih untuk penggal selama 5 tahun.
Kedua, urusan bantahan terhadap pencalonan ini terkandung dalam Perkara 16 (2)(b) dan Perkara 17, Akta Pilihan Raya 1958 yang mana perubahan peraturan terhadapnya perlu diluluskan di dalam Dewan Rakyat. Apakah pihak SPR telah mengkaji aspek ini dan boleh melaksanakannya tanpa kelulusan Parlimen?
Oleh itu, MAFREL berpendapat cadangan ini tidak perlu dilaksanakan. Sebaliknya, cadangan yang lebih tepat untuk dilaksanakan ialah dengan menambah tempoh masa penamaan calon daripada satu jam sekarang kepada satu minggu untuk proses penamaan yang lebih tenang dan semakan yang lebih teliti terhadap calon.
MAFREL memantau PRU ke-13
Di kesempatan ini, MAFREL ingin mengumumkan kesediaan dan persiapannya untuk melaksanakan pemerhatian terhadap PRU ke-13 selari dengan peranannya dalam bekerjasama menyumbang supaya pilihan raya negara menjadi salah satu proses demokrasi yang bebas, adil, telus dan mencerminkan kehendak mandat pilihan rakyat.
MAFREL menggagaskan pilihan raya yang berwibawa, aman, bebas dan adil. Ia berdasarkan prinsip-prinsip hak asasi dan demokrasi sebagaimana termaktub dalam Perlembagaan Persekutuan, perjanjian dan protokol antarabangsa. MAFREL telah terlibat dalam pemerhatian PRU ke-12, Pilihan raya Negeri Sarawak dan semua pilihan raya kecil dan oleh itu memiliki pengalaman yang luas.
Sehubungan itu, MAFREL ingin mengajak rakyat Malaysia bersama-sama dengan usaha MAFREL dengan menawarkan diri menjadi sukarelawan. Pendaftaran boleh dibuat melalui facebook MAFREL atau kepada Setiausaha MAFREL, Sdr Arphan Ahmad, 012-2731016.

KUALA LUMPUR, Dec 22 — Malaysians for Free and Fair Elections (MAFREL) today welcomed the use indelible ink in the upcoming general election, but said it was not enough to ensure the polling process would be above board.
“The use of indelible ink alone is not enough to ensure the election is clean, fair and transparent. More time and focus should be given to cleaning up the electoral roll,” Syed Ibrahim Syed Noh, chairman of the election watchdog, told reporters today at a press conference here.
“What more with the display of 42,051 doubtful names (provided) by the Election Commission (EC) for verification by voter or kin,” he added.
Additionally, Syed Ibrahim said the newly-introduced advance voting process should undergo a stress test to ensure any weaknesses can be determined and fixed before implemented during the general election.
The EC previously announced it will be replacing the controversial postal ballots with an advance voting system.
“In addition, partners of police, army and defence personnel should not have to perform advance voting. They should instead undergo the normal voting process,” he said.
“This is because they are not the ones on duty and serving in designated camps. They can go to polling centres like other normal citizens,” he added.
Syed Ibrahim also said the announcement by the EC on the elimination of the candidate objection period was a step in the wrong direction.
He said the commission should instead extend the objection period to one week for greater scrutiny of candidates by the voters.
Mafrel urged the EC to consider its suggestions in the push for clean and fair elections.
“If the election process is widely perceived as not credible, then the government formed after the election is also not credible,” Mafrel technical advisor Hasnah Hashim said.

He said it was EC's aim to work together with independent election observers which had credibility, integrity and able to control the affiliates.
Kamaruddin said the EC made the decision at a special meeting on Thursday after studying in detail Mafrel's application to be an independent observer of the Sarawak election.
